In Whatcom County, residents in Nooksack, Sumas, Everson, Ferndale, Lynden and Lummi Nation were impacted by the rising floodwaters of the Nooksack River. Roads across the county closed due to high water levels, and the region saw widespread private and public property damage.
Several weeks later, water levels have receded, and community members are picking up the pieces.
Amy Cloud at the Whatcom County Sheriff’s Office Division of Emergency Management told The Herald that the process of documenting damages is going “really fast” compared to the flood responses in 2020 and 2021.
Still, it’s deliberative. Officials are following up on every single submitted damage assessment form to verify needs and information, Cloud said.
As of Tuesday morning, the county had confirmed 550 households with reported damage. At least a few hundred more still needed to be confirmed, according to Cloud.
Washington’s counties were asked to submit damage estimate assessment forms to the state by Dec. 28. The state Emergency Management Division was still working on the joint preliminary damage assessment for FEMA this week, according to Washington State Governor’s Office Communications Director Brionna Aho.
“We are now working with state and federal partners to perform a joint preliminary damage assessment process for individual assistance,” Cloud told The Herald. “Teams have been in Whatcom County doing spot-checks and verification of impacts throughout the weekend and into this week. This is coordination with a statewide effort to assess impacts in the community that is being coordinated through state emergency management (EMD.)”
Accurate and extensive damage estimates are critical when it comes to receiving funding to assist in recovery efforts. Washington Gov. Bob Ferguson announced during the flooding that the federal government approved the state’s request for an emergency declaration and had agreed to grant the state’s request for emergency assistance.
But Whatcom County officials could not be certain about how state and federal dollars would continue to shake out.
“State and federal assistance for local disaster response has become increasingly unpredictable,” Whatcom County Executive’s Office spokesperson Jed Holmes told The Herald.
“In part, that’s a result of new fiscal realities at the state level and, in part, it’s a consequence of a changing political priorities at the federal level. Executive (Satpal Singh) Sidhu continues to advocate for robust emergency response and recovery assistance as well as infrastructure investments to address the risk of flooding, which has become both more severe and more frequent in recent years.”
Many residents have FEMA flood insurance that in some cases can cover up to half the value of a private residence. But Cloud said the Department of Emergency Management could not speculate about the amount residents might receive.
“The process takes time, receiving funds takes longer,” Cloud said. “We can say that good documentation (photos, detailed damage assessments, repair estimates) improves the likelihood of reimbursement for qualified expenses.”
Local organizations such as Whatcom Strong — previously known as the Whatcom Long Term Recovery Group — can help residents navigate the recovery process.
Cloud told The Herald that the Department of Emergency Management is also “in it through the entire process.”
“From the 'sprint’ of immediate response to the ‘marathon’ of recovery and rebuilding, DEM is coordinating needs and resources, bringing in partner agencies, and pursuing and managing grants,” Cloud said.

B-Town Kitchen and Raw Bar: The steakhouse at 714 Lakeway Drive in Bellingham is offering a specialty menu for Christmas Day including slow-roasted prime rib, pesto baked salmon and peppermint crème brûlée. Reservations are required and can be made at 360-392-6520.
Silver Reef Casino Resort: All restaurants in Silver Reef Casino Resort, 4876 Haxton Way in Ferndale, will be open during normal hours Thursday for Christmas Day.
Semiahmoo Resort Golf & Spa: The Semiahmoo Resort, 9565 Semiahmoo Pkwy. in Blaine, is hosting a family-style feast for Christmas Day featuring green salad, bread rolls, prime rib and peppermint cheesecake. Dinner costs $89, or $29 for children ages 4 to 12; children under 4 eat free.
Northwater: The restaurant inside Holiday Inn & Suites, 4260 Mitchell Way in Bellingham, is celebrating the holidays with buffets. From 7 to 10 a.m Thursday, there will be a buffet breakfast for $15 per person. There’s also an Asian-inspired buffet available from noon to 6 p.m. with tangerine beef, crispy chicken gyoza, fried rice and bao buns. The buffet costs $45, or $25 for children age 11 and under.
Additionally, the restaurant will offer regular service at 11 a.m. to 9 p.m. Thursday as well as a hot chocolate bar.
Lighthouse Grill: The Lighthouse Grill inside Hotel Bellwether, 1 Bellwether Way in Bellingham, is offering a festive buffet with seafood and meat from noon to 7 p.m. Thursday. The Christmas Day buffet cost $99, or $65 for children ages 5 to 10.
Hotel Leo: Hotel Leo, 1224 Cornwall Ave in Bellingham, is bringing the holiday cheer with a Chinese food buffet from noon to 8 p.m.

"Having our primary safety access point being shutdown really causes a concern for emergency response," Tony Hillaire, Lummi Nation Chairman said on Friday. "It doubles and sometimes triples the time in case there is any serious injury or serious emergency to be able to get them help."
He told FOX 13, about 6,000 people live on the reservation, both tribal and non-tribal. The 20,000-acre reservation comprises a five-mile peninsula that sits at the mouth of the Nooksack River.
"If anything happens there, we'll be a complete island," Hillaire said. On social media Saturday, he revealed the levy at South Slater Road prevented a full breach, but the dikes were damaged. He added, once the water levels go down, they will safely assess the extent of that damage, but they’re keeping close watch because that damage now holds the potential for a breach.
"The current priority, I think, is monitoring the levee that is holding up the river near Slater Road and making sure that it doesn't get any worse, because if it does, our conditions and our ability to take care will get worse," Hillaire said.
As the flooding surrounds homes and traps cars, emergency management teams, natural resources and first responders work around the clock to monitor the conditions and protect the critical infrastructure.
On Saturday, Lummi leadership and natural resources met with the U.S. Army Corps of Engineers to evaluate the levee and said they found no damage to it at this time, according to a Lummi Communications Facebook post.
In 2021 though, the levee there broke after severe flooding in the area. The community became an island and had to boat in groceries and doctors to take care of their people. The chairman told FOX 13, they advocated for funding to raise Slater Road, and the levy was repaired, but they will be making a bigger push for it to be done after what they’re experiencing this time around.

Mt. Baker Imaging and Northwest Radiologists have sent out letters notifying patients of a data breach about 10 months after the breach occurred. Over 348,000 Washingtonians were affected, according to the Office of the Attorney General.
The letters state that information stored in the company’s network was “subject to unauthorized access” from Jan. 20-25. This is the first time that patients were officially notified of the breach.
Information that may have been affected included patients’ first and last names as well as any combination of an associated address, phone number, social security number, date of birth, email address, driver’s license number, treatment or diagnosis information, provider name, medical record or patient identification number, health insurance number and/or treatment cost information.
In an online notification posted Oct. 30, Mt. Baker Imaging said it “immediately worked to obtain up-to-date address information in order to provide impacted individuals with notification of this event.”
The breach was reported to the Office of the Attorney General on July 10. The office said it is “not at liberty to speculate on why the company took the amount of time it did to send our office notice.”
A spokesperson added that under state statute, notice may be delayed at the request of law enforcement or if needed to determine the scope of the breach. He said that Northwest Radiologists/Mt. Baker Imaging “has not indicated” the reason for the delay.
A class action lawsuit was filed in Whatcom County Superior Court on April 25 in response to the data breach. In the complaint, a Ferndale man and a Bellingham man alleged that Northwest Radiologists/Mt. Baker Imaging delayed informing members of the breach, “causing them to suffer ascertainable losses in the form of the loss of the benefit of their bargain and the value of their time reasonably incurred to remedy or mitigate the effects of the attack.”
The lawsuit also alleges that Northwest Radiologists/Mt. Baker Imaging hasn’t implemented cybersecurity measures to prevent future breaches, leaving “significant vulnerabilities” in its system. It states that Northwest Radiologists/Mt. Baker Imaging should have known to improve its security even before the breach because of the “substantial increase” in cyberattacks in the healthcare industry.
The plaintiffs allege that Northwest Radiologists/Mt. Baker Imaging failed to follow Federal Trade Commission guidelines to protect against unauthorized access to sensitive information, which also led the company to violate HIPAA.
The lawsuit accuses Northwest Radiologists/Mt. Baker Imaging of negligence, breach of implied contract, unjust enrichment, invasion of privacy and violation of the Washington Consumer Protection Act, Washington Data Breach Notification Disclosure Law, Uniform Health Care Information Act and Washington My Health My Data Act.
The plaintiffs are asking for the court to instruct Northwest Radiologists/Mt. Baker Imaging to stop “future deceptive practices” and provide restitution “in an amount to be determined at trial.”
Mt. Baker Imaging and Northwest Radiologists were served legal summons on May 15. Neither have responded, according to available court records.
Northwest Radiologists/Mt. Baker Imaging did not respond to request for comment.
